Honey, your new friend is so delicious!
— Penelope to Chloe
in "Pops"

Penelope Decker is Detective Chloe Decker's mother and the grandmother of Trixie Espinoza and Aurora Morningstar. Penelope is an actress and was, according to Lucifer, the "Queen of 80s cheeseball Sci-Fi."[2]

History[]

Penelope was born in 1959 and was raised in Los Angeles. She married John Decker, who was a police officer with the LAPD. She made a name for herself as an actress in the 1980's when she starred in "Althea" a sci-fi movie which led to her being typecast, and eventually known as the "queen of cheese ball sci-fi."[2]

Penelope and John apparently had trouble conceiving a child. They tried to start a family, but were unsuccessful and were about to give up in 1979, when the angel, Amenadiel, was directed to bestow a blessing on them that would allow the birth of their daughter nine months later. The blessing was unprecedented in Amenadiel's experience.

On July 27, 2000, John Decker was murdered in an apparent robbery gone wrong. [3] Due to Penelope's fame, paparazzi invaded the funeral, and a distraught Chloe ended up punching out Nick Hofmeister and breaking his camera.[3] Following her father's death following the release of Hot Tub High School, Chloe quit and entered the police academy. [4]

Chloe Decker has a sometimes-difficult relationship with her mother, particularly Penelope's tendency to push both Chloe, and later, Trixie, into acting, going so far as to take Trixie to auditions without telling Chloe. [4]

In the Series[]

Penelope offers Chloe the use of her house when Chloe and Dan separated, permitting them to live there while she toured the convention circuit.[2] In "Pops" Penelope returns to LA from her tour and meets Lucifer for the first time. She is charmed by Lucifer, so much so that she invites him to a family dinner.[4]

During her brief time in Los Angeles, she attempts to take Trixie to an audition, something Chloe vehemently opposes. The two argue vocally, driving Trixie to flee to Lux to avoid the confrontation. Before leaving, however, Penelope sets things right with her daughter, apologizing, and telling Chloe that she had always wanted what was best for her.[4]

In "Once Upon a Time", which takes place in an alternate universe created by God, Penelope is married to a still living John Decker. John tells Chloe that Penelope said to tell the people working on her film, Weaponizer 5, to get Chloe's good side, suggesting that Penelope is interested in Chloe's acting career.

In "Quid Pro Ho" Penelope returns to be with Chloe during the trial of John Decker's murderer. She is pleased to see Lucifer, calling him thoughtful for being there on such a difficult day. Chloe bets her mother Lucifer has no idea what day it is, and she has to coach him through realizing it is the first day of the trial of her father's killer. Penelope later scolds Charlotte for her role in in the trial, apparently pushing buttons.

In "Nothing Lasts Forever," Lucifer sets Penelope up on a date with his Father. She mentions that she is a vegetarian while they order dinner. She later explains to her daughter how she and John had planned things when Chloe was a child. He would support her in her acting career until she made her name. Then she would support him in his police career until he made detective. He just never got the chance to take his turn.

Personality[]

She is exuberant, open, playful. She is fun to be around and tries to enjoy the people around her, too. She can be serious when discussing important subjects but what Chloe thinks is important is not always what she thinks is important. Even though she seems to be in continuous disagreement with her daughter, she cares for Chloe and has always tried to make her happy and to do what her best for her.

Penelope gets along well with Lucifer; she is one of the few people he shows any respect or admiration towards. He even refers to her as a woman of refined tastes, wondering where Chloe went wrong.
