Honey, your new friend is so delicious!
— Penelope to Chloe
in "Pops"

Penelope Decker is the mother of the detective Chloe Decker and the grandmother of Trixie Espinoza and Aurora Morningstar. She works as an actress.

According to Lucifer, Penelope is the "Queen of 80s cheeseball Sci-Fi" in her acting career.

History

Penelope was born in 1959, and was raised in Los Angeles. She was a famous 80's sci-fi movie star. She married John Decker, who was a police officer with the LAPD.

During Chloe's school days, Penelope went to a parent-teacher conference, but forgot she still had her face paint from a role on. John found it hilarious, as the teacher was stunned.

In 1999, Penelope seems to have always been at disagreement with her daughter, Chloe. They had different opinions regarding Chloe's profession. Penelope is the one that pushed Chloe towards acting, which, at first, seemed to be the right choice. Chloe enjoyed the profession, but after a certain embarrassing movie, she quit. Her relations with her mother started to worsen. Before leaving to continue her career, Penelope asked Chloe to move to her house in L.A. Chloe accepted her offer.

On July 27, 2000, her husband was murdered in an apparent robbery gone wrong when their daughter was 19. Because of Penelope's fame, paparazzi invaded his funeral and Chloe ended up punching out Nick Hofmeister's camera. Shortly after, Chloe left acting and decided to join the LAPD.

After Penelope's return to L.A., Penelope wanted to see her daughter. In order to be able to do so, she had to say that she's Chloe's sister in order to be allowed to see her, because she knew that Chloe wouldn't want to see her.

Chloe was not enjoyed by her return, but Lucifer was amazed to finally meet her. She wanted to bring Trixie into acting too, but Trixie herself prevented that by running away while her and Chloe were fighting over Trixie's future profession. Before leaving, she finally set things right with her daughter, apologizing for not being the mother Chloe wanted. Despite that, she claimed that she had always wanted what was best for Chloe.

In "Once Upon a Time", which takes place in an alternate universe created by God, Penelope is married to a still living John Decker. John tells Chloe that Penelope told him to tell her to tell the people working on Weaponizer 5 to get Chloe's good side, suggesting that Penelope is interested in Chloe's career.

Personality

Her personality seems childish, playful. She is easily enjoyed and tries to enjoy the people around her, too. However, she can be serious when discussing important subjects (mostly when fighting Chloe). Even though she seems to be in continuous disagreement with her daughter, she cares for Chloe and has always tried to make her happy and to do what seemed best for her at that certain point.

Penelope gets along well with Lucifer, being one of the few people he shows any respect or admiration towards. He even refers to her as a woman of refined tastes, wondering where Chloe went wrong in comparison.

Trivia

  • Penelope seems to have been born barren, given she could only have Chloe after Amenadiel blessed her. Though it is possible she had a defect, given she mentioned she and John tried a lot and were about to give up in 1979.
  • According to Lucifer, Penelope played a vampire queen at one point; she seemingly has barely aged.
  • Lucifer has called her the "Queen of '80s Cheeseball Sci-Fi", being a huge fan of hers.
  • Penelope enjoyed Javier Arias's cooking, just like Lucifer did.
  • She appears to have been born in the early to mid-1960s, going by Chloe's age.
  • Penelope has gone vegan by 2020.
