Luis Navarro is an officer in Tijuana. He is a former associate of Dan.
History[]
In "Daniel Espinoza: Naked and Afraid" he is the officer responsible for a prisoner who needs to be transferred from Tijuana to Los Angeles. As Dan takes on the task of picking up the prisoner, Chloe warns him that Luis is not the kind of cop that Dan wants to be associated with, insinuating that Luis is at least cutting corners or at worst being a dirty cop.
Luis keeps Dan over night in Mexico, drinking, and feeds him a story the next morning when Dan thinks he wakes up next to a dead man, and starts Dan on the crazy journey back to LA.
