Williams was busy preaching in front of a theater about the devil while taking donations when Lucifer, amused by the display, began interacting with him. Williams dropped his persona briefly to tell Lucifer off. Lucifer responded by showing his devil face to Williams, who panicked and ran away screaming Lucifer was really the devil. In the process he dropped all his money, which the amused crowd quickly took with Lucifer's encouragement.
Several months later he was protesting in front of the crime scene where Rose Davis's body was found when he recognized Lucifer passing through the crime tape with Chloe Decker. He quickly shouted to the gathered crowd that evil was among them, and later disrupted the crime scene by breaking into the room to shout at Lucifer, blaming him for the murder. Later in the night, he confronted Lucifer outside Lux, again accusing him of murder, provoking the devil into trying to choke him. Lucifer was stopped with the intervention of Malcolm Graham. Later, Lucifer learned Graham had framed Williams for the murders of Rose Davis and Corazon. Later in the evening, Lucifer was at the bar recovering from a fight when Chloe discovered Williams dead on the ground with a bullet to the head (presumably done by Malcolm Graham) and immediately assumed Lucifer was guilty.
William Kinley later used Williams death as a means to manipulate Chloe into believing Lucifer was how he is depicted in the Bible.
