There are different devils on different earths, in the Legends, the are three devils, Beelzebub, Satan and one other guy ( don’t remember his name) but in lucifer, lucifer was all three of them.

I think there might be more Lucifers but THE Lucifer is the most “friendly” one.

That should be true, then he would also have access to time travel since Mallus is a time demon.

But hell in Legends of Tomorrow looks different than on Lucifer, and heaven in Arrow looks different than heaven in Lucifer.

I think that it might be different across different earths and every earth has a different heaven and hell.
