He can't have lost his powers because he has fallen or committed sins. Lucifer has done all of that and still has his powers, exept his wings, and he cut them off himself. I think it is in Amenadiels head, like Dr. Martin said. He hasn't lost his powers because he has fallen, but because he THINKS that he has fallen. He believes that he is no longer worthy of his powers, so he lost them. He will probably regain them when he has found himself another purpose.

You didn't pay attention to the series, did you? Lucifer's character is nothing like you describe. He didn't even fall; he was kicked out of Heaven. Amenadiel fell.
Right, angels don't fall because they sin, they fall when their purpose is perverted. They are not like humans, because they're not born, but literally CREATED by god himself, much like a robot would be created by a human. You can think of them as living metaphors, or embodied concepts. Like Lucifer=Samael is the "Accuser, Seducer and Destroyer".
Not that it matters much, but the same principle applies to "Ghost Rider". The Ghost Rider is a human who has bonded with the demon Zarathos. This demon was once an angel but his purpose was perverted. Once he was the angel of justice and he protected the innocent. Then he was corrupted and he became the demon of vengence, punnishing the guilty. His purpose was perverted and we can assume that simmilar principles apply in "Lucifer", but not as strong. They just "fall" and loose their powers.
Angels in this series have very unique powers, which are linked to their personality and purpose. Luci is the stereotype of a troublemaker, someone who asks uncomfortable questions. This is an aspect of his identity as Samael, the accuser, seducer and destroyer. He fills this role perfectly, even his banishment from heaven happened because he fullfilled his role. So of course he hasn't fallen.
It is not clear what Amenadiel incorporates, but he identifies himself in the very first episode as the "fury and righteousness of god". He thought that his actions against Lucifer, his brother, were righteous, because he was serving a higher purpose. But after be began to doubt that purpose, his actions were no longer justified. He acted against his purpose and identity as angel, against his own nature, so his powers vanished. Later he became righteous enough again, so that his powers could return.

Did my research. Amenadiel did it to himself. He just needs to stop feeling guilthy:
Guilt: Angels are also under the same system of judgment as humans. Similar to the manner in which human get judged to determine if they are to go to Hell, if an angel feels a sufficient amount of guilt, it could cause an angel to self-judge themselves as sinners and self-punish themselves to fall and become mortal. Because of Amenadiel's own personal guilt and feelings of unworthiness, Amenadiel judged himself to guilty and caused himself to fall and lose his wings.Â
Which is kind of good, because, It would totally suck if Lucifer can do whatever he wants and still have his powers, and his brother can't even have sex. Not really fair.
